What is INTEGRA?
1. INTEGRA – The Urban Genome of Human Communities. INTEGRA – Mapping the DNA of Cities.
The Human Genome Project created a complete map of the biological building blocks that make a human being function. INTEGRA aims to do something similar for a city: identify, map, connect, and continuously update every essential component that makes a community function and thrive.
INTEGRA: The Urban Genome Project: Just as the Human Genome Project mapped the complete genetic structure of the human body, INTEGRA maps the complete digital structure of a city.
Every resident, household, building, street, school, clinic, park, social service, transportation route, event, and public asset becomes part of a single interconnected civic genome. Instead of fragmented databases and isolated departments, INTEGRA creates a living digital model of the entire urban ecosystem.
By revealing the relationships between people, places, services, infrastructure, and communities, INTEGRA enables cities to understand themselves with unprecedented clarity, predict challenges before they emerge, coordinate resources intelligently, and deliver truly citizen-centric services.
INTEGRA is far more than a smart-city platform. It is the Urban Genome Project - a comprehensive digital DNA map of the individual, the family, shared-residence block, street/road, public property or space, locality, community, social and cultural ecosystem, city life, municipal services. Designed to help communities become more efficient, resilient, sustainable, and human-centered.
The comparison goes even further than genomics. INTEGRA is not merely a static genome map; it is closer to a combination of:

2. INTEGRA: A Living Genomic Map of Global Cities. INTEGRA: From City Data to Global Urban DNA
INTEGRA evolves into a first-of-its-kind international, collaborative civic intelligence system - treating cities not as isolated administrative units, but as interconnected, evolving “genomes” of urban life. Each city becomes a living data organism, continuously mapped through a structured civic data dictionary, knowledge base, and contextual help system that reflects its unique social, infrastructural, and cultural DNA.
The architecture is deliberately federated and multi-layered. At the city level, each municipality maintains its own localized INTEGRA system in its native language, capturing granular realities: citizens, households, services, infrastructure, welfare systems, mobility networks, environmental conditions, and civic events. This layer is optimized for direct operational use, data security and real-time governance.
At the national level, INTEGRA aggregates and harmonizes multiple city systems into a unified national data dictionary and knowledge base. This enables cross-city coordination, national planning, policy simulation, and standardized semantic frameworks - while still preserving local specificity through controlled inheritance and mapping rules.
At the global level, INTEGRA operates in English as a universal interoperability layer. It does not replace local or national systems but connects them - enabling global comparison, shared learning, crisis coordination, benchmarking, and knowledge diffusion across countries and cultures.
Crucially, INTEGRA is not static. It is designed as a local, national and international continuously evolving ecosystem where insights, corrections, models, and best practices flow bidirectionally between all three layers. Local innovations can scale upward; global standards and discoveries can cascade downward; and national systems act as adaptive translators between context and universality.
In essence, INTEGRA can become a “genomic atlas of civilization” - a structured yet living infrastructure for understanding, managing, and improving urban societies across the world. It was built for peace, harmony, collaboration, learning, entrepreneurship, opportunities, security and less stress…
This presentation visualises how every city and country that develops and implements INTEGRA holds and maintains its own sovereign repositories — a Data Dictionary (DD), a Knowledge Base (KB) and a Help & Documentation Base (HDB) — and how those repositories connect upward to a country level and outward to a single global site, while cities in different countries collaborate directly with one another.

Every city that develops and implements INTEGRA holds and maintains its own sovereign Data Dictionary, Knowledge Base and Help & Documentation Base — all three exclusively in the city's native language. The Knowledge Base bundles five components: Rules, Technical Innovations, Patents, Algorithms and Ideas.

All, or several, cities within the same country interact bi-directionally with the National / Country repository across four channels: DD (native language only), KB, HDB, and Backup Copies / Generation. Information and updates flow both ways — cities feed the national repository, and the country in turn redistributes consolidated content back to its cities.

Each country also maintains a DD in English, generated uni-directionally from its native-language DD. Countries then interact uni-directionally with the global repositories — DD, KB and HDB, all in English only — which are displayed publicly on the Global Web Site. The flow moves outward from country to globe; the global site does not write back into the national repositories. Note that for the United Kingdom the native language already is English, so its native DD and English DD coincide.

Bringing every layer together: cities connect bi-directionally with their own country; countries connect uni-directionally with the global tier; and, in parallel, cities in different countries cooperate with one another directly (detailed in the next figure).

Beyond the formal repository hierarchy, cities in different countries that use INTEGRA cooperate directly and bi-directionally. This peer-to-peer layer is informal and voluntary, and covers a wide range of activities:

3. INTEGRA is, at the same time: a vision, a framework, platform, methodology, mindset and a behavioral, organizational, technological/computerized and social system. The purpose and function of INTEGRA is to establish, operate and maintain SYSTEMATICALLY, a new and improved mentality of: the: individual citizen, the family, the group of residents of your block, the residents of the street and the neighborhood and of the community. INTEGRA unexpectedly increases the specific gravity of all these. There is almost nothing in INTEGRA that was not known before. It has the: vision, hi-resolution computerized information, tight INTEGRAtion, full-inclusive database, and the simple and cheap connection of hundreds and thousands of ideas, rules, solutions and entities into a polished computerized system that will change the face of the liberal Western urban society. The activation of INTEGRA modules in the city will, with full certainty, lead to a change in the character and daily lifestyle of the individual citizen and a major change in the collective and cooperative behavior of the citizens in the circles mentioned. The mental, social and economic benefits of implementing the system within the city limits are huge: self-confidence, a sense of belonging, physical and social security, discipline, a huge wave of opportunities, a tremendous saving of resources - for the individual, the community and the authorities. Most importantly a new meaning to a transitory life.

4. INTEGRA is an INTEGRAted, detailed Database SCHEMA/GENOMIC MAP/TEMPLATE intended to be transformed into information system to manage all City operations which are related to Citizens. What is offered, presently, is a baseline, very detailed schema of data structures, data relationships and rules of implementation (280 WORD pages). Currently, INTEGRA Database includes hundreds of master files, including lookup tables. You will be overwhelmed by the high-resolution and detailing of the database modules and structures.
5. INTEGRA is an informational fabric with utility, power and beauty that weaves together all the threads of our daily life as individuals, citizens, members of family, residents of shared building, commuters, consumers and members of organizations. INTEGRA maintains all aspects of our life: family, house, car, employment, bank account, health, knowledge, safety, peace of mind, leisure time – and even, love. INTEGRA is about using information to keep ourselves on track – filling our past, daily and long-term dreams, goals, responsibilities and duties. Information itself is rarely precious. But it is the most "tangible" resource to manage other precious assets.
6. Digital Grouping: The INTEGRA idea is to create new computerized communities / COMMUNAL ECOSYSTEMS based on common digital platform, communication, mutual help and dependency, transparency and fairness. Encouraging Individuals, Families, Residential Buildings, Roads/Streets, Districts, Communities, Cities and Urbanities to focus their time, energy and abilities to an innovative project through a new, all-inclusive layer of electronic connectivity. INTEGRA covers all daily disciplines, subjects and entities in your locality.
7. INTEGRA is an orchestra or a musical concert. The citizens are the musicians. There is no ruler but there are rules and a lot of discipline. Everything revolves around the citizen. All INTEGRA modules, application-themes are interlinked. All are transparent to the citizen eye - of course, only information that belongs to the citizen himself, his family and his relevant locality and environment. The quality of the concert - in other words: the degree of currency, accuracy, usefulness and enjoyment of the overall information depends on the good will of the citizen, his/her willingness to invest in documentation and reporting, sense of responsibility and discipline – concerning his/her: family, block of residence, community and his environment.
8. INTEGRA defines a new, detailed, citizen-centric patterns, computerized formats, methodologies and organization to subjects like: ride-sharing (RTIM), garbage collection (GCIM), public transport (PTIM) (including DRT or TDM), buy & sell of goods and services (BSIM), charity and collective, mutual-aid centres, welfare assistance services (SCIM), medical records (MCIM), public spaces (PSIM), schools (SCIM), planting trees (The GREEN Module)– just to mention few of them.
9. What is INTEGRA at the moment?
250 pages of a very detailed, high-resolution DATABASE SCHEMA (data structures). Hundreds of detailed data structures / segments with their relationships.
INTEGRA is planned to transform it into an unprecedented INTEGRATED information system.
It covers all aspects of daily life with every citizen and family in their immediate city environment.
All the data is centred around and targeted, primarily, for the city residents.
The whole mighty INTEGRA is based on a very detailed, transparent and all-inclusive PIM (Personal Information Manager. It assumes that the citizen will keep all life records and data in a central, secure and accessible computerized repository. It is the easiest, safest, most accessible and economic option. It will change our lifestyle and save our existence. It will last for generations. Transparency is a key assumption in building a bonded, vibrant, growing community or society
The proposed scheme is only a first sketch for a database that will expand, change and adapt, according to the: language and terminology of each region, circumstances, requirements of the participating countries/cities/citizens, timeline.
10. The present database includes the following modules:
Front-end: All personal aspects of Citizens, Families, Roads (also: Areas, Quarters etc’), Communal Committees, States of Emergency, Children, The Elderly, Caregiving, Buy & Sell 2nd Hand including Employment, Public Property Assets and spaces, Trees, Ride Sharing, Lending Centres, Public Events.
Back-end: Municipal Emergency/Call Centre, Municipal Units, Homelessness, Waste Collection, Public Transit, Membership Organizations (incl. courses), Firearms Control, Clinics and Medical Records, Schools, Vendors /Companies.
11. INTEGRA strives to be the first public (IoT) service on earth for everybody Personal Information. INTEGRA provides a full organizer for all aspects of daily life of the citizen and his/her family: Personal Details, Calendar, Education, Spoken Languages, Bank Accounts, Credit/Debit Cards, Financial Transactions and Events, Bills and Invoices, Savings, Loans/Mortgages, Insurances, Deals, Employment, Vehicles, Properties, Medical Records, Medical Events, Immunizations, Medical Problems/Sensitivities/Limitations, Health Reminder, Health Status, Civilian Privileges, Family/Growth/Developmental History, Relatives Information, Leisure Time (Books, Shows, Sport, Vacations), Travel, Legal Events and many more aspects, Hobbies, Kinship connections.
12. FAR SIMPLER. INTEGRA is the CRP for urban societies like what SAP is an ERP for commercial enterprises. Not that heavy and not that awkward. Far simpler, straight-forward. With immediate response. Using your mobile, tablet or laptop. Quick to implement and easily-customized in every language. Straightforward data entry and retrieval. In total contrast to ERP and SAP: no waterfall methodology, far less complexity, almost no validations, good practices, almost zero training. Most of the segments/files are simply mapped into entry Web screens. Almost no validation checks and "business rules". INTEGRA will be the ultimate platform of city citizens – in every subject, transparent and safe.
13. Unlike ERP - INTEGRA enables Meta-Data: flexible and unrestricted definitions of: repositories/modules, record types in the repository/module, number of fields in the record (record length), free-form text fields and variable number of image fields in every record. INTEGRA is based on full-text database. Almost all files’ records include free-form fields: Text, images, graphics, videos and full-document fields. Most of the free-form documents can be stored in your personal records as well. True, 35 pages-contracts should, still, be catalogued in a binder. But, the 1st page of this contract, the 1st page of your apartment insurance policy, last decorated wedding invitation, your country-club membership card, your driving license card and, even, your credit card – could, all, be documented and stored in INTEGRA under the appropriate personal repositories and records.
14. INTEGRA is a World-saving project.
INTEGRA IS A MUST: The key assumption of INTEGRA project is: acceptable fabric of city living is achievable, for the long-run, only with a high-resolution, computerized and integrative database. First of all, it must store, display and control information on human being and resources around. The only chance, in our opinion, to start solving our problems of modern communities/societies in advanced cities – is a uniform, secure, free, public and comprehensive computerized platform with residents’ data in the centre.
With the computerized IoT database and with the assumption of transparent and honest data - people now have more choice. A huge spectrum of computerized pieces of information is opened to choose from. INTEGRA is an optimistic project. We made the utmost effort not to damage the individual citizen privacy. No malicious use of big data. No use of social networks. No predictions with AI. In contrary, with opening this huge collage - individual identities are not dissolved, not diagnosed, but recognized. They can grow and blossom with endless, new opportunities. INTEGRA is not only with search and find. It is a Road Map. INTEGRA covers all daily disciplines, subjects and entities in your locality. INTEGRA is a Way-Finder. It will pave your way in matching your next employer, hobby colleagues, membership, carpooling to ride, caregiver to your baby and, even, your partner…
15. Contrary to the smart city projects – INTEGRA builds patterns/formats, methodologies, rules and vision of computerized communities or cities from the bottom up. It involves integrating technology, transparent and honest data, and digital systems to enhance the quality of life, governance, and sustainability of a community or city. The process requires strategic planning, a participatory approach, and the phased implementation of digital systems. INTEGRA start with the individual citizen as the core ecosystem, continues to the family, then further upward, to the residential building, the road/street, neighbourhood/community and further upward with tens of modules covering our environment, social, medical, educational services and organizations and, far away… governance or commercial associations.
16. Now, I speak to you as an INDIVIDUAL PERSON: In place of tens of specific tools and applications, narrowly focused on particular types of information (printed/computerized documents, photos, mails, spreadsheets, lists, audio files, videos) – we intend to use a web platform that manages all YOUR PERSONAL INFORMATION types under a unified user-interface. It is a huge advantage in the personal/family layer. It is also significant and powerful in management of communal and urban organizations or groups. The chaos in our personal and public information, caused by the existing plethora of tools and applications, reflects a bigger chaos in our lives. It can be decreased by INTEGRA unification platform. Using multiple applications pushes us to get lost in them. Hint: Unified digital platform (in all 3 layers: personal/family, community, city) drive all these layers to be more entrepreneurial, responsible and sensitive.
INTEGRA becomes the citizen/ the family personal archive. You can store all your documents, safely, in the city computerized system in addition / instead of your paper folders and drawers. No more binders, heaps of documents, tens of printed letters and telephone calls or messages.
Every citizen can document all his/her lifecycle events and the documents concerned - to one computerized archive, in a structured manner, according to topics and on a timeline.
This huge amount of PERSONAL DATA encapsulates your family history, course of life and relationships. This information is, sometimes, crucial, life-saving, saves others’ lives, worth a lot of money, tackles external claims or bills, which relentlessly, empty your pockets and leave you helpless. You perpetuate a written, stylized, sorted by topics path of the facts / milestones that occurred every day.
Gradually, the system collects the fullest and most detailed documentation of life course of the citizen and his/her family. An invaluable repository, of emotional and technical value, for every moment of life and for generations to come.
17. The same holds for your immediate locality. Your family, your house/shared-residence block, your road, your district gain, with INTEGRA, computerized calendar, archive, logbooks, history and reliable history of all past, current and future events, activities, plans, initiatives and developments. For years.
18. INTEGRA has kicked its global vision and computerized platform into high gear to position itself as an ultimate, international and essential response to potential widespread outbreaks of potential wars, pandemic threats and the sense of loss of personal security in so many countries and communities around the world.

21. Why is INTEGRA so revolutionary?
