INTEGRA-CITY
Strategic Partnership Invitation
The Digital Operating System for the Entire Civic Ecosystem
Presented by: Ariel Shafir | INTEGRA-City © 2026
1. The Vision What Is INTEGRA-City?
INTEGRA is a first-of-its-kind, unified civic operating system - a comprehensive digital platform
that integrates every dimension of urban life into one coherent, citizen-centred ecosystem.
Unlike fragmented smart-city tools or isolated government portals, INTEGRA (or: INTEGRA-
City) is designed from the ground up as a single, integrated OS that connects citizens, families,
buildings, streets, communities, neighbourhoods, and public institutions - all under one unified
architecture.
Core Mission
To transform every city into a data-based, citizen-empowered, community-driven
ecosystem - where every person, household, building, and street, community,
neighbourhood, locality and urban services are documented, connected, and actively
participating in the life of their city.
2. The INTEGRA Ecosystem Twenty Integrated Modules
INTEGRA is structured around twenty deeply integrated Information Manager modules, each
addressing a distinct layer of civic life:

3. The Market Opportunity
The global smart city market is projected to exceed $2.5 trillion by 2030. Yet the dominant
paradigm remains fragmented: isolated apps, disconnected databases, siloed departments -
with no unified citizen-centred foundation.
INTEGRA addresses this gap with a new category entirely: the Civic Operating System.
The Problem Today
• Fragmented data across dozens of silos
• Citizens invisible to their own city
• No unified civic identity or participation layer
• Reactive, not anticipatory governance
The INTEGRA Solution
• One unified OS across all civic layers
• Citizens as active, documented participants
• Real-time civic intelligence at every scale
• Anticipatory, data-driven city management
4. Current Status What Has Been Built
INTEGRA has been developed over years of rigorous conceptual, taxonomic, and architectural
work. The following foundations are complete and ready for development partnership:
Complete civic taxonomy across all twenty modules - covering thousands of object
types, attributes, and relationships
Unified data model and schema architecture connecting citizens, households, buildings,
streets, public spaces and urban services. Routine & Emergency.
Detailed UX screen designs and functional specifications for key modules (PIM, PSIM,
and others)
Operating principles, rules, and ideological framework - the 'civic constitution' of the
system
Strategic showcase website demonstrating the ecosystem scope and module
architecture. Operative rules. Mindset. Hundreds of AI sample screens.
Introductory presentation materials for partner and investor outreach.
What Is Needed Next
Transformation of the complete taxonomy, dataset, rules, and architecture into a
production-grade, cloud-based software system - scalable to cities worldwide, with full
citizen participation and no compromise on civic values. Pilot City - National OS -
Worldwide Platform. Striving for international knowledge-base and joint collaborations.
5. Partnership Model Who We Are Looking For
INTEGRA is seeking a multi-partner ecosystem to bring this vision to life. We envision four
complementary partner roles:
Global Tech Partner
Strategic anchor: cloud
infrastructure, AI/ML
capabilities, enterprise-
grade development,
worldwide deployment
and scaling.
City Partner
Pioneer municipality to
co-design the first real-
world implementation
becoming the global
model city for the
INTEGRA OS.
6. Core Principles What Makes INTEGRA Different
Citizen Ownership
Every citizen controls their own data. INTEGRA is built for people, not
governments or corporations.
Unified Foundation
A single OS beneath all civic activity - not another app or portal layered
on top of existing fragmentation.
Privacy by Design
Genuine privacy architecture that empowers citizens rather than
restricting them - the opposite of surveillance.
Active Participation
Citizens are documented, networked, responsible actors - not passive
recipients of government services.
Generational Impact
Designed for decades - built to evolve with cities and shape civic life for
generations to come.
Universal Scalability
One architecture, many cities. Every implementation strengthens the
global platform.
7. Why Now?
Cities are digitising rapidly - but without a unified civic OS, fragmentation will only
deepen
AI and cloud technologies now make a real-time, city-scale data platform genuinely
feasible
Citizens increasingly expect digital engagement with every aspect of their lives -
including their city
The window to establish a global civic OS standard is open - and will not remain open
indefinitely
INTEGRA is ready: the vision, architecture, and taxonomy are complete - what is
needed is the build
The Opportunity
The partner who joins INTEGRA today will co-own the foundation of the modern city. This
is not a product - it is a new category. And new categories are won by those who move
first.
8. Next Steps How to Begin
Step 1
Initial meeting or correspondence… to present the full INTEGRA vision,
taxonomy, and architecture
Step 2
Review of the complete documentation package: data model, UX
specifications, and operating principles
Step 3
Partnership structure discussion: roles, responsibilities, IP framework,
and development roadmap
Step 4
Pilot city identification and scoping - co-designing the first real-world
implementation
Step 5
Development begins transforming INTEGRA into the world's first
Civic Operating System
